EXPAT LIVING
Unsettling Times for CIBanco & Intercam Clients
Expats who opened accounts with CIBanco or Intercam—mainly due to their easy onboarding for foreigners—are now facing unsettling news. The U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) has flagged both banks as “primary money-laundering concerns.” The accusations include facilitating millions of dollars linked to drug cartels and fentanyl trafficking.
CIBanco allegedly moved $10 million for a Gulf Cartel member and over $2 million tied to fentanyl precursor chemicals. Intercam is accused of direct ties with the Jalisco New Generation Cartel. As a result, U.S. banks are now prohibited from doing business with them.
Mexico’s banking authority (CNBV) has stepped in, replacing leadership at both banks to stabilize operations. While the banks claim customer funds are safe, users have reported issues with wire transfers and account access. Major institutions, such as real estate trust Terrafina, are already cutting ties. Many more are expected to follow.
Bank customers, including many foreign residents, now face uncertainty, having chosen these banks for their relaxed documentation requirements. Authorities in Mexico have requested further evidence from the U.S., and investigations are ongoing.
The bottom line? If you bank with CIBanco or Intercam, assess your exposure now. As investigations and sanctions unfold, staying informed—and prepared to switch banks—could save you from unexpected hassles in the months ahead.
In related news, Mexico’s Senate has approved a controversial anti-money laundering reform that gives the federal Treasury sweeping new powers to access personal financial data—without a court order. The law, intended to fight corruption and organized crime, permits the Financial Intelligence Unit (UIF) to monitor individuals, including public officials, their families, and business associates, for suspicious financial activity.
Supporters argue it strengthens Mexico’s tools against illicit money flows, aligning with international standards. But critics warn it may undermine citizens' privacy rights. The opposition calls it an alarming expansion of state surveillance that risks targeting individuals without judicial oversight.
For Mexican nationals and foreign residents alike, this reform signals tighter scrutiny of personal finances in Mexico. If you have something to hide, Mexico is going to make it a lot harder.
Mexico Moves to Ban Dolphin Shows—But Will Anything Really Change?

In a unanimous vote, Mexico’s Senate has passed sweeping legislation banning the use of marine mammals in entertainment—including dolphins, seals, and orcas. The reform to Article 60 Bis of the General Wildlife Law prohibits commercial shows, captive breeding, and the capture of new specimens for display. Governor Mara Lezama has confirmed that the law will be enforced in Quintana Roo, home to more than half of the country’s dolphinariums.
“This will be the last generation of dolphins in captivity,” Lezama said in a public statement, underscoring that Mexico joins Chile and Costa Rica in ending marine mammal exploitation for profit. The state has already begun working with legal and technical teams—and dolphinariums themselves—to ensure a transition away from shows and breeding.
On paper, it’s a win for animal welfare. Captive marine mammals often suffer both physically and psychologically, and critics have long called Mexico’s tourism-based dolphin industry a form of normalized cruelty. The law has been praised by conservation groups as a shift toward more ethical tourism.
But skeptics—like me—are still asking: Will this really change anything?
Despite the law’s language, major players like The Dolphin Company remain operational and recently secured an $8 million USD post-bankruptcy financing deal. That’s hardly a sign of a collapsing industry. Existing facilities may continue operating under grandfather clauses, especially for dolphins already in captivity. While shows will be banned, it's unclear how the new rules will apply to current commercial programs labeled as “educational experiences.”
And enforcement? That remains Mexico’s Achilles heel. Critics point to years of ineffective oversight and regulatory loopholes. So while Governor Lezama’s statement is encouraging, many locals aren’t celebrating just yet. For now, the dolphins are still swimming in circles—and so is the conversation.

TRAVEL TALK
Hot Tips for Staying Cool Responsibly

Welcome to summer on the Riviera Maya. Yes, it’s hot. Yes, the A/C is a lifesaver. But before you crank it down to “arctic,” a quick heads-up: electricity rates in Quintana Roo just went up. Federal subsidies have been pulled. Locals—and your vacation rental host—are feeling the heat in more ways than one.
Here’s how you can stay cool and energy-conscious during your stay:
Flip off the A/C when you head out. Your place will cool down fast when you’re back from the beach.
Keep windows and doors closed while the A/C is on. Seems simple, but it makes a big difference in effectiveness and cost.
Set the thermostat to 24°C / 75°F. That’s the sweet spot for comfort without overkill.
Try dry mode at night—it uses less power, pulls out the humidity, and still feels cool.
Use the sleep or timer function to avoid unnecessary overnight use.
Why it matters: Many vacation rental hosts don’t charge extra for electricity, even though it’s one of their biggest expenses. A little mindfulness helps protect the planet, the equipment, and your host’s wallet—without costing your comfort.
Thanks for doing your part while enjoying paradise.

DO GOOD RIVIERA MAYA
Help the Kids at Hekab Be in Akumal

Hekab Be Biblioteca has been serving the familes of the Akumal pueblo since 1998, providing after-school and summer school programming for the children of Akumal. They are completely donor-supported and managed by a 501(c)(3 )non-profit organization in the United States.
In mid-May, the Principal and staff of Hekab Be resigned. Following these departures, the Board of Directors immediately began a comprehensive review of the property, inventory, and records. What they discovered was deeply concerning—neglected facilities, poor record-keeping, and severe disorganization.
Over the past five weeks, they have removed four 3-ton truckloads of debris from the property and uncovered extensive hoarding and damage to supplies. Shockingly, many essential items were missing or damaged, including bicycles, rollerskates, binoculars, water vests, water shoes, laptops and arts & crafts supplies.
Right now, the board members are furiously working to hire a new Principal and teaching staff with a goal of opening on July 21st—in time for summer school. They also need to replace all of the missing and damaged items to ensure that the children have a positive experience during summer school with clean, welcoming facilities, filled with the items that they are familiar with to lhelp them earn and explore.
WHAT CAN WE DO?
My friend Kelly has asked me if we can help them secure bicycles. Their goal is 20 bicycles—a combination of boys and girls for a variety of ages from 4 to 14. The bicycles do not need to be brand new. Used bikes in good condition are just fine. If you have a bike to donate or would like to purchase a bike for Hekab Be, I would he happy to pcik it up and deliver it to Akumal. Just reply back to this email and I will make it happen.
Hekab Be will be appreciative of any type of support that you can provide during this unfortunate time. If you can help with this recovery effort, please contact Kelly Maher via WhatsApp at +1 678 471 9572. Thank you in advance for your generosity!
